Speech on DTI-NCR's Launch of Anti-Red Tape Projects

December 15, 2006

2nd Floor Main Mall, SM Mall of Asia, Pasay City
December 15, 2006

Introduction
Secretary Peter Favila, ladies and gentlemen, a pleasant good morning.

We at DTI-National Capital Region are honored to have our big boss and all our private partners witness the launching of our major activities for 2007.

Right after the National Competitiveness Summit and the establishment of the Anti-Red Tape Task Force, both ably led by our own Secretary, we at DTI-NCR focused our efforts in defining our core governance functions as well as simplify the unnecessary complexities of our day-to-day operations.

And we are truly fortunate to find partners from the private sector who were more than willing to help us in this endeavor.

Five Projects

  1. Business Name Registration: Faster and Simpler
    1. Air 21

A big number of entrepreneurs apply for a business name certificate on a daily basis.

To assist these budding businessmen, we have partnered with Air 21, Shoe Mart, local government units and business chambers so that applicant no longer need to wait in line.

Registration is simpler. Anyone can log on to our web business name registration, receive approval through email and call Air 21's 24/7 hotline number for document and payment pick-up. Clients can track their documents online and receive their business name certificate in their homes or offices within three days.

    2. SM's Business Service Center

And who would not welcome registration while shopping or dining with family and friends in the mall?

Interested applicants can avail of SM's Business Service Center's assistance. SM personnel in nine Metro Manila branches have been trained to process business name registration.

Air 21 collects these applications daily, delivers them to DTI for final processing and delivers certificates to clients directly.

Truly, in SM, "they have it all for you."

    3. Satellite Offices

Through our partnership with local government units and local business chambers, DTI-NCR's services are available in more satellite offices. These are found specifically in Quezon City, Pasig, Manila, Las Piñas, Muntinlupa and Valenzuela.

In addition to business name registration, clients can avail of accreditation of service and repair shops as well as business counseling and training.

  2. Consumers Matter
    1. Consumer Welfare Centers

Through the efforts of our Consumer Welfare Undersecretary Zeny Maglaya, DTI-NCR is truly pushing to realize the department's mantra: Consumer Matters. Business Gains.

With the establishment of Consumer Welfare Centers in SM malls, consumers are assured that their grievances are heard and their complaints are resolved immediately.

And we are hoping to establish more of these centers in the coming months with the assistance of our retail associations and consumer groups.

    2. Website

Our next project is made possible by Getzmo.

By typing a permit number in a search engine available in DTI-NCR's website, anyone, can verify the authenticity of advertised sales promotions.

Information is power and it is our fervent hope that this simple technology will eliminate text scams that use "per DTI-NCR permit number" as a malicious catchphrase, misleading and taking advantage of our kababayans both here and abroad.

This website also features the main services of our office and receives consumer complaints online and acts as price monitoring billboard. Please visit www.dtincr.ph to find out.

    3. Text Service

By now, you may feel overloaded with information about these projects. Hence, a text service provided by our friends from Mega Mobile ensures that all Metro Manila businessmen and consumers have only one keyword to remember.

By texting DTINCR to 2948, the public can access requirements and procedures regarding these projects and services, from business name registration to filing of consumer complaints and even the schedule of free SME training.
