About DTI-NCR

The Department of Trade and Industry - National Capital Region (DTI-NCR) acts as the implementing arm in Metro Manila, of the Department's policies, programs, rules and regulations as well as those laws which the Department is mandated to enforce.

The DTI-NCR is one of the 16 regional offices of DTI. It is one of the primary government agencies tasked with the promotion of and regulation of the Trade and Industry sectors in the National Capital Region.

Over the years, DTI-NCR has been known and identified with the following major or principal frontline services offered by the Department:

The Regional Office of NCR also monitors and assesses trade performance and compliance of Metro Manila, divided into four areas:

  • Area 1: Manila, Parañaque, Pasay
  • Area 2: Pasig, Taguig, Pateros, Las Piñas, Makati, Muntinlupa
  • Area 3: Quezon City, Manrikina, Mandaluyong, San Juan
  • Area 4: Caloocan, Malabon, Navotas, Valenzuela

Assistant Secretary for Regional Operations Group Ma. Theresa "Angel" Loyola Pelayo is the concurrent Regional Caretaker of the Department of Trade and Industry - National Capital Region (DTI-NCR).

Before joining the Trade and Industry department, she worked at the Senate of the Philippines. Having gained knowledge and skills from prestigious universities in the country and abroad, it is not surprising that she is now the youngest Assistant Secretary of DTI to date. Pelayo graduated at the Ateneo de Manila University with a degree in BS Management in Communications Technology. Then, she took up Masters in Business Administration at the University of the Philippines. Her passion and drive to serve led her to finish CSS in Administration and Management at Harvard University in the United States.

At present, Pelayo also serves as the Vice Chairman of the National Tripartite Wages and Productivity Board (RTWPD) - NCR, and the Project Manager of PROPEL (Promoting Regional Opportunities for Enterprise and Livelihood Development). PROPEL is a project that aims to support the government's thrust of fighting poverty by creating jobs through more opportunities for entrepreneurs.
